RiverCom 911 is soliciting sealed bids from qualified contractors for construction of the RiverCom 911 Public Safety Answering Point Building Remodel and Addition at 2525 Euclid Avenue, Wenatchee, Washington.

Bids must be received before 2:00 p.m. on August 12, 2026. Bids received after the deadline will not be accepted. Bids will be publicly opened and read aloud beginning at approximately 2:05 p.m. at Wenatchee PD.

 

PROJECT DESCRIPTION

The Project consists of renovation of two existing buildings and construction of a connecting addition for conversion to a new Public Safety Answering Point (PSAP) for RiverCom 911. The Work includes architectural improvements, structural upgrades, mechanical and electrical systems, emergency power, communications and technology infrastructure, security improvements, and site work. Portions of the facility will be upgraded to Risk Category IV requirements.

 

The construction period is 365 calendar days from Notice to Proceed to Substantial Completion. The Architect’s estimated construction cost is $4,800,000.

 

Supplemental bidder responsibility criteria apply. Bidders will be required to demonstrate successful experience delivering comparable Risk Category IV, essential facility, mission-critical, or other 24-hour operational facilities as further defined in the Bid Documents.

 

PRE-BID WALK-THROUGH

A pre-bid walk-through will be held at the Project site on July 22, 2026, at 2:00 p.m. Attendance is highly encouraged for prospective bidders and major subcontractors.

 

BID DOCUMENTS

Bid Documents are available electronically at no cost through the M. J. Neal Associates project plan room at:

Bidders must register through the plan room to access and download the Bid Documents. Printed documents may be ordered through the plan room and Abadan Reprographics.

 

Addenda, clarifications, and other official bidding updates will be issued through the project plan room. Bidders are responsible for monitoring the project website and acknowledging all Addenda as required by the Bid Documents.

 

BID REQUIREMENTS

Bids shall be submitted on the forms provided in the Bid Documents. Each Bid must include Bid security in an amount not less than five percent (5%) of the total Bid, including additive Alternates, made payable to RiverCom 911.

 

The Contract is subject to Washington State prevailing wage requirements. Bidders must hold a valid Washington State contractor registration and satisfy all mandatory and supplemental bidder responsibility criteria identified in the Bid Documents.

 

Statutory subcontractor listings shall be submitted in accordance with RCW 39.30.060 and the Bid Documents. The bid forms already distinguish the one-hour HVAC/plumbing/electrical listing from the 48-hour structural steel and rebar listing.

 

RiverCom 911 reserves the right to reject any or all Bids and waive informalities or irregularities to the extent permitted by law.
